The Trump administration wants to redistribute $2.4 billion it pulled from California’s high-speed rail project to other uses as part of a new $5 billion program to fund rail projects that boost U.S. rail passenger traffic.

The U.S. Surface Transportation Board told Union Pacific it must improve service to Foster Farms to keep it from running out of feed. This is the second time in the past year regulators issued an emergency order related to delivery problems at Foster Farms.
