On some sunny, spring days, California has more electricity than it can use, like from this solar farm in Fresno.

A battle is underway over who will control the future of solar energy in California, either the small companies that install home rooftop panels or the big utilities like PG&E. And an upcoming vote by the California Public Utilities Commission could mean that people with solar will pay more to keep the lights on, while those without solar will pay less. To better understand what is on the line, Valley Edition host Kathleen Schock spoke with Saeed Jafarzadeh, chair of CSU Bakersfield’s Department of Computer and Electrical Engineering.
