California Lawmakers Return To State Capitol

The start of the New Year brings California lawmakers back to the Capitol. As Amy Quinton reports from Sacramento, Democratic leaders anticipate a heavy work schedule.

Reforming California’s Environmental Quality Act, restoring cuts to education, fixing the state’s ballot initiative process and campaign finance reform, those are just a few of the issues lawmakers will likely contend with this session.

Democrats return with a supermajority in both chambers, even with two Senators recently resigning to serve in Congress.

Enterprise Zone Tax Credit Could See Changes Next Year

Much of downtown Fresno is in an enterprise zone.

California Governor Jerry Brown and Democratic legislative leaders say they’re not looking at more tax increases now that voters have approved Proposition 30. 

But as Ben Adler reports from Sacramento, tax credits could be on the table, like the controversial Enterprise Zone program.

California offers 700 million dollars a year in tax credits to businesses who add or retain jobs in economically distressed neighborhoods.  

The governor proposed eliminating Enterprise Zones last year but couldn’t win legislative approval.

California Democratic Leaders Say It's Time for Pension Reform

Senate President pro Tem Darrell Steinberg has decided that now is not the time to change California’s newly-approved process for cities and counties to enter into bankruptcy.

He’s decided to kill the legislation authored by a Democratic Assembly member. The bill would have loosened deadlines on negotiations with creditors and labor groups. But Steinberg says it’s time now for the legislature to focus elsewhere.
